The Board of Directors of the USFA met July 6th. There were some changes made to the rules, which go into effect August 1, 2004.

In condensed form, the basic changes look to be:
in foil and sabre, any touches scored by a fencer causing a corp-a-corps will be annulled;
a fencer who scores a touch while holding part of the electrical equipment with his or her non-sword arm will have the touch annulled;
in foil or sabre, a fencer who scores a touch while covering target will have the touch annulled;
in foil, the penalty for bringing the rear sholder forward of the weapon sholder is removed;
a fencer may not have any electronic communication equipment that would allow a person off the strip to communicate with them;
a fencer beginning a USFA national event without their name properly written on their lame or the back leg of their knickers will begin the bout with a red card;
if a fencer is not at their strip after the announcement to report to the strip or is not present after the pool or team match has started, the two repeated calls at one minute intervals will now only be made by the referee;
a fencer who fails to salute will be penalized with suspension, not a black card, and points earned up to the suspension will remain;
a person off-strip who disturbs the order of the competition will receive a yellow card, with a second offense receiving a black card (expulsion from the venue);
in an extreme case of disturbing the order of the competition, the referee may issue a black card immediately.
