Report of the Wheelchair Committee attached to the agenda for the July 2006 meeting of the USFA Board of Directors:

Wheelchair

The chairmanship of the Wheelchair Committee was changed this Spring when Stacey Johnson was appointed as the chair of the International Performance Steering Committee. Prior to that change I had been added to the Committee earlier in the year. Since assuming the Chair position, I have been working with one of the athlete reps, Susan Gilmore, to clarify a performance awards program the Committee had approved.
The Committee is working with the Executive Director, Michael Massik, to clarify the role of the USFA with the wheelchair programs in the revamped partnership with the US Paralympic Committee (USPC). The funding of programs for wheelchair fencing is based on an annual (calendar year) grant from the USOC. These funds are available after a budget is submitted by
the sport and approved by the USOC. This type of partnership takes time to develop to an efficient operation and that transition is ongoing.
Performance awards have been approved for the first five months of athlete participation in Wheelchair World Cup competitions and relative standing in Wheelchair international standings. The program has been suspended as of June 1 for evaluation of the costs vs. allocation of the limited funds from the USOC and the many needs of the program.
The committee will be meeting during the National Championships to discuss the upcoming World Championships for Wheelchair Fencing which will occur at the same time as the Senior World Championships in October in Turin, Italy. Cadre selections and funding issues will be the primary items on that agenda.
The Committee is working closely with the USFA staff of Jim Page and Andrea Lagan to ensure the consistency of the programs. The USFA approved the appointment of Leszek Stawicki as the
National Coach for wheelchair fencing. Jim Page has been working closely with Coach Stawicki on the goals and programs for wheelchair fencing.
The members of the committee are: Gerrie Baumgart, Jerry Benson, Michael D’Asaro, Jr., Bill Murphy, Susan Gilmore, Sean Shumate and Leszek Stawicki.
