I sent this reply to the Officers of the USFA. I know I will be dinged for some of these ideas, but considering I spent all of 15 minutes developing it I guess it is a little rough edged. This would be a good start to a plan, though. I just went to Fencing Net and saw some similar posts. I can't post to fencing net, so if someone wants to post this please do so.
USA Fencing DRAFT Strategic Plan
"This plan is a good start, but too generic. By not being specific as to what is a successful or unsuccessful achievement of the goals, no goals are assured of being achieved. This will lead to failure. By having goals that are definable, all decisions are directed and judged by whether they meet these goals. It leads to successful decisions. I spent 15 minutes on these examples, so some tweaking could lead to a very effective plan."
Develop and sustain an organization that has the financial,
administrative and communication tools to support fencers at all
levels, foster the growth of fencing and achieve continued
international competitive success and influence.
Finance: Achieve and maintain a healthy, stable and dynamic financial status
'The USFA will have a positive cash flow each year, and will pay back outstanding debt to be out of debt in four years."
Administrative: Create an administrative structure that advances
organizational goals and that responds to and engenders trust and confidence in its
constituents and third parties with whom it deals.
"The administrative structure will have the authority and directive to deal with questions and problems within their job definition to have the problem resolved within a 24 hour period. All management decisions will be made as to effectively carry out the other goals established in this strategic plan."
Communication: Communicate relevant information clearly, effectively and
accurately, in a timely manner to constituents, media, the general public and third
parties with whom the organization deals.
"The USFA will utilize its communications to establish and promote monthly national, divisional and sectional newsletters in an email blast format. All competitions, national camps and point decisions will be communicated with 45 days of the decisions enacted. All national events will have the local media, (broadcast and print), contacted at least 30 days, 15 days, 7 days and 1 day prior to the events. All sponsors will be contacted for each national and/or regional/local event in which the sponsor has a presence for cross-promotion."
Support fencers at all levels: Assure consistent, high quality, fair and well
organized competitions and other services for fencers of all interests, skill levels, ages
and locations.
"The USFA will sponsor the growth of competitive opportunities for all ages by increasing the number of competitions within each division by a minimum of 20% each year in each age group. The USFA will increase the number of fencing clubs by 20% per year through expanding and outfitting new clubs and sponsoring competitions to maintain these new beginners and bring them to the next level(s). The USFA will sponsor referee and administrative seminars each quarter to explain how competitions are organized and ran, and what is a quality USFA competition in each division. The USFA will set up administration to deal with member's concerns as to number, sanctioning and quality of the local competitions that will be overseen by a board of coaches to insure quality competitions."
Foster the growth of fencing: Expand and improve the services the organization
provides to clubs and members encourage the establishment of new programs and
increase public awareness of the sport of fencing.
"The USFA will seed one new club per division per year by offering beginning equipment loans and sponsoring USFA competitions to meet the needs of the new club members. The USFA will develop programs that will grow the number of clubs and membership by 20% per year."
Achieve continued international competitive success and influence: Create a
system that results in athletic success at the highest level of international competition.
Develop and implement a plan to maintain and expand our relationships and
participation in the FIE and Pan American Zonal Confederation.
"The USFA will contact all point members in each category directly 6 months before each competition to make certain they are aware of the competitions they are eligible for. The USFA will contact any members that move into this eligibility within this time-frame within one week to make certain they are eligible to attend competitions to make certain that the top fencers compete in point-qualifying World Cups and point competitions. The USFA will work with the national coaches to develop plans to qualify fencers and teams to each eligible Olympic, World Championship and Pan American Event."
