According to an abbreviated report (to be followed later by a full report) by Bradley Baker at fencing.net (thread www.fencing101.com/vb/showthread.php?t=13364&page=2), the USFA Board of Directors just adopted the proposed new timings for foil and saber (on Saturday, Oct. 2, 2004). This is independently confirmed by the personal meeting minutes of Paul Soter (www.pcsfencing.com/governance/minutes/board04.html).
Apparently, the change is effective immediately (i.e., on October 2nd when the motion was passed). Definitely, the change applies as follows:
The first effect of this on the Gulf Coast Division is that tournaments need to start immediately announcing that they will use entirely old timings (since that's the hardware they can get!). Information about individual upcoming USFA-sanctioned tournaments is beginning to appear in the calendar(s) (see www.gulfcoastfencing.org/events.htm) on the Gulf Coast Division Web site.
The second effect of this on the Gulf Coast Division is that the J.O. qualifiers currently scheduled for December (with a chance of being rescheduled in response to academic schedules) will need to start arranging to have at least some hardware using new timings.
