Fencer X launches a fleche attack at Fencer Y.
Both are right handed.
Y successfully parries the attack before X passes and begins her riposte as X passes to Y's left.
Y's tip lands on X's arm which is held down along X's left side (not in front, BUT this puts X's arm on the side of the lame' facing Y).
Is X covering target?

I'd say yes. Fencer X chose an attack that would cause his (her?) left side to pass Y. I believe current thinking is that the defender is entitled to the riposte.
It is X's job to keep his/her arm out of the way.

At every tournament I've refereed this season (and I think last, although I was merely hanging out, not refereeing then) Jerry Benson or someone has reviewed that in the fleche, the fencing fleching must lift up their arm and keep it clear of the lame or they are covering target.
