I confess I am surprised that no one here has expressed an opinion related to the possible impending expiration of every section and division in the USFA.

Yes, on the last page of the proposed bylaws, it reads:
Section 5. Division and Section Sunset.
In the absence of affirmative action by the Board of Directors, the administrative subdivisions of the USFA existing pursuant to Article XV and Article XVI of the USFA Bylaws heretofore in effect shall cease to exist at 11:59 p.m. on July 31, 2012. Despite the cessation of the existence of the administrative subdivisions, the officers and administrators thereof shall retain the powers and authority necessary to wind up the affairs of the subdivisions.
a. Marshaling, Protecting and Remitting Assets.
All funds, property and other assets held by administrative subdivisions and derived from or through the USFA or by virtue of sanctions or authority granted by the USFA shall be accounted for and remitted to the National Office of the USFA by the officers of each administrative subdivision. Property held by the administrative subdivisions that is not in the form of cash, negotiable instruments, securities, certificates of deposit or similar readily liquidated instruments shall be sold by the officers of the administrative subdivisions in a commercially reasonable manner and the proceeds thereof shall be included in the property accounted for and remitted to the USFA. All property in the possession or under the control of the administrative subdivisions shall be held for the benefit of the USFA, and waste, diversion or misuse of such property shall be grounds for discipline, legal action or criminal compliant.
b. Expiration.
This Section shall expire upon the earlier of (i) adoption by the Board of Directors of a resolution declaring the winding up of the administrative subsections to be complete or (ii) adoption by the Board of Directors of a resolution that affirms the existing arrangement of administrative subdivisions or that replaces that arrangement and makes adequate provision for the disposition of assets held by those subdivisions.

Heh, that must have been what the Mayans were talking about.
Seems ok to me. I can't say I'm a fan of the division/section concept -- too much arbitrariness and draconian backlashes to perceived problems. The whole scheduling of tournaments in the Gulf Coast Division being a prime example.

That presumes, of course, that the USFA will not replace the current system of divisions & sections with a system folks will like even less.
Basically sections are only required to hold a single qualifying competition each year. Perhaps the ROCs can replace those.
Divisions hold two qualifiers per year covering more event categories (getting a bit murkier that ROCs can pull it off). Divisions also are the responsible agency for declaring tournaments sanctioned and able to issue new/renewed letter rankings.
Colorado Springs may feel they have the staffing to take on this task from a central location.
They may have suddenly developed a laissez-faire attitude of let every club/fencer/tournament do what they wish and they will honor it.
But I doubt it.
