Since there seems to be some confusion, not to say rage, in some quarters over the Gulf Coast Division's policy of lending out its two Favero FA-05 scoreboxes and reels, I thought I'd give it a whirl and try to put it simply. Let me add that I am not a GCD officer, but have borrowed the gear often.
Basically any USFA member club has the right to borrow those two "strips." Who gets it falls largely to a matter of priorites.
First, let me reiterate, the club borrowing the gear has to be a member club of the USFA. That is sort of inflexible.
First priority goes to a qualifying competition (divisional, sectional, JO) in the Gulf Coast Division or club holding a division exclusive tournament.
If on a weekend, there are no qualifiers and no one has an exclusive, (and there is more than ones tournament) it goes to the tournament that asked first.
If someone wants the boxes for a camp or workshop, a tournament on the same weekend would have a higher priority (if the tournament asked for the gear).
You also have to sign a document taking full responsibility for returning the gear in a timely manner and in good condition.
It's pretty much that simple. I would add, however, there are things, which I have noticed, that will cause the division to think twice about lending this gear. Returning the gear grossly damaged would be an obvious one. Another, however, happens when, after the tournament everyone in a club gets busy with their lives and/or lazy and just doesn't get around to returning it.
The GCD has no paid staff. The officers themselves then have to track down gear on their own time from someone who does not have the courtesy to return something that they borrowed to benefit their own project.
