I threatened (see campechesteel.proboards15.com/index.cgi?board=Division&action=display&thread=1090793365) to present Bylaw change proposals. Here is the third, which has to do with calculating the quorm of the Division Board.
August "Proposition 3": Change Division Board quorum calculation.
Overview:
When the Division Board was created by a recent change in the Bylaws, political involvement was on the decline from a recent fever pitch, but intimate involvement in Division matters was still thought of as the norm. The specification of the size of a quorum of the Division Board was written based on a picture of widespread political involvement. The quorum size is calculated based on the number of clubs in the Division belonging to the USFA. But, times have changed, and there is not in fact a universal desire to be politically involved, at least under typical circumstances. There are clubs which do not seek to participate in the Division Board under typical circumstances, yet the existence of these clubs still affects the size of a quorum. This change causes any club which does not have any representation on the Division Board no longer to enter into the quorum calculation. Of course, a club can with trivial effort at any time declare representation and immediately re-enter the quorum calculation.
Current text:
Article VI -- Division Board, Section 4 (Quorum): "a quorum shall consist of representatives of over one-half (1/2) of the clubs, or four clubs, whichever is greater."
Motion:
In the Gulf Coast Division Bylaws, in Article VI, replace Section 4 with: "a quorum shall consist of representatives of over one-half (1/2) of the clubs which have selected either an eligible representative or an eligible alternate, or four clubs, whichever is greater."
