Dear Gulf Coast Division Club Owners, Managers, Directors, and Contact Persons,
As per decisions made at the July 31st annual meeting and after a consultation with Donald Alperstein (08/02/05), there will be a meeting for a newly designated tournament committee on Wednesday, August 17th at 7pm at the Houston Athletic Fencing Center located at 4997 W. Bellfort, Houston. The purpose of this committee is to set a calendar for Sanctioned Tournaments and event competitions for the 2005-2006 fencing season. Each of the seventeen USFA member clubs as listed on the USFA website is asked to choose one representative to serve on this tournament committee.
Each of the seventeen USFA member clubs of the Gulf Coast Division may choose one weekend on which they may schedule a tournament that will be sanctioned by the Division for earning classifications and shall be a protected weekend. After all seventeen protected weekends are scheduled and blackout dates have been noted, the seventeen USFA clubs may enter a lottery for the allocation of weekend days for Sanctioned Events that shall not be overlapping with any other club.
All representatives should bring to the August 17th meeting their clubs requests for their Protected Sanctioned Tournaments and for the lottery of Sanctioned Events (competitions). The tournament committee shall prepare the Sanctioned Tournament schedule for the entire 2005-2006 season to be published on or before September 5th.
In addition, the Tournament Committee shall also designate a committee of qualified persons to serve as chairs of the Bout Committee of each Sanctioned Tournament.
Please bring to the first meeting your dates that you want considered for your Protected Tournament and for the lottery of competition event dates.

Dear Fellow Club Representatives,
I appreciate the process beginning to select calendar dates for the upcoming USFA season, but I have some questions about the process.
I understand during the USFA meeting with Donald and Gerrie that the by-laws were not to be changed in any way to address what was a legitimate USFA club. This is currently addressed nationally, and the Gulf Coast Division currently has nine (9) USFA clubs that fulfill the requirements of a USFA club of the national office. This is similar to youth being a USFA member, but not having voting privileges. These are the criteria:
1. An eligible club is one which is member of the USFA AND has its coaches member of the USFA, AND has a MINIMUM of 10 (ten USFA members as of Feb 1, 2005.
2. Club's eligibility lasts until Jan 31, 2006.
3. A club may loose its eligibility any time after August 1, 2005, its number of members falls below the minimum because of non renewal. New members after Feb 1, cannot be counted for these purposes.
Based upon these requirements, this is the list of USFA clubs for the upcoming season:
1. Salle Mauro (165)
2. Bayou City (102)
3. Alliance (79)
4. Katy Blades (52)
5. Clear Lake (29)
6. Knights of Trapani (21)
7. South Houston HS (17)
8. Westchester Fencing (17)
9. TX A&M (11)
Also in addition, this is the order of business for the tournament committee.
1. Select a chairman.
2. Negotiate tournament weekends. (U of H already has a tournament scheduled Sept. 3 and 4, and my vote would be to sanction this as a USFA tournament. Similarly, CLFC has a tournament scheduled for August 27th, and I would vote to sanction this tournament. BY SANCTION I MEAN APPROVE!)
3. After the negotiated tournaments are scheduled, select by lottery the protected weekends for the *USFA clubs that have not selected their weekend in the negotiation process so that each *USFA club has a protected weekend.
4. Select by competition, (event per calendar date), the remaining dates by lottery for a USFA competition.
I also understand that each club was required to submit 3 people for the bout committee pool from which the bout committee, (overseers), of the tournament are selected. We amended to make certain that if these overseers do not show up, that it does not remove USFA sanction.
Please correct any misunderstandings I have in the process. I want to make certain that we develop a process that enables the division to grow as we have agreed upon in the past. Please call me at 281.703.5064 with any questions.
