14. Motion (Mr. Soter): Regional Youth Circuits and Super Youth Circuits shall be deemed to be national tournaments authorized by the USFA that do not need to be sanctioned by the Divisions in which they are held. However, RYC’s and SYC’s shall not be deemed to be “National Tournaments” for other purposes unless specifically do designated by the Board of Directors.
Rationale: The Bylaws currently provide for exclusive Division jurisdiction to sanction, or to refuse to sanction, any tournament held within the geographical boundaries of the Division. The Bylaws do not address whether this principle applies to RYC’s and SYC’s, as the RYC-SYC system has developed since the last revisions to the Bylaws. This has led to occasional frictions between the Divisions’ interests in maintaining their exclusive geographical jurisdiction, and the Youth Committee’s interest in administering the RYC’s and SYC’s, even if a particular Division does not wish to cooperate.
Motion to move to urgent status defeated, will be 2nd hearing item in Feb, referred to YDC, TC, and Divisions/Sections Committee.
