Jonathan Parker def. Vitaly 15-8 in DE at the Yorick, an event won by Nick Kubik.
One event does not make you better than another fencer, but it is just a thought. Isael Urgelles-Diaz, Sam Tadlock, Michael El-Saleh, Zach Bartholomew, Alex Walker and Phillip Kimm are also very good foil fencers.
It is interesting than most of the fencers on your list have not competed much regionally in 2007. The last tournament for Parkins in Texas (askFred) was the SSCC#1 in Austin, which he won (N. Kubik was #5)

I saw Vitaly win the Southwest Sectionals last weekend, and while he has had some injury issues I have seen him do very well. Many times tournaments depend on the line you get to the finals, because you can face people that you own or that you have trouble with. Vitaly is able to fence anyone well. I think that qualifies him for doing something in locals.
All the names you have on the list are good fencers, with a complete game and at least 4 to 5 different attacks from what I have seen from the receiving end. Someone with two attacks or three attacks may place well recently, but somewhere down the line the top people find out and that is the limit. I directed Zain versus Enzo for the finals in San Marcos this year and it was 15 - 14 and an excellent bout. Mostly 3rd intention scores or more, and nice complete games. I also like the names mentioned by JEC, but some of the kids are not as seasoned and you can throw them from their game very easily.
Now that I have interest in foil fencing in the club I might jump back in to get a taste now and then.

nice, i would like to attend the Degall Tournament at Zain and Enzos Club, its going to be hell of a strong foil event!!!!!!!!!!!!!

what??? boksiner and ramirez are ok, but i dont think they belong here when other fencers like ben nichols could wipe the floor with them. and little nick kubik is better than them as well, hes just young but its easy to see who has the real talent.
