Well, I'd first give yellow (or appropriate) card for the absence of control marks then try to find why there is no light.

What weapon? If épée or saber, I wouldn't expect a light to come on necessarily. If foil, you may need to call a techie to see what's up. Either way, I believe it's a red card for absence of inspection marks.

It is a red card for the fencer B presenting a weapon with no marks. However, the real question is whether he has been considered to have"use[d] the non-conforming weapon" or not. The reason is that if the answer is yes, then the infraction will change the score to 11-3, and not just 11-4. It means that the referee has to annull the last touch. However, the rules are a bit unclear regarding its interpretation. Clearly, fencer B has not used the non-conforming weapon, and touch 4 was scored with a conforming, now broken, weapon.
My personal opinion is 11-4, but the FIE examinator suggested that the correct answer to this absurd was 11-3. Read the FNet thread.

I thought I'd give you one that even I got wrong in Prague this week.
Score is Fencer A 10 - 4 Fencer B.
Fencer B attacks and breaks his blade, no lights come on.
Fencer B presents a new weapon that is missing weapons control marks.
Looking at this from the order of events.
1) Assume that fencing had begun prior to the blade breaking. The touch wouldn't be annulled.
2) Fencer B presents a weapons without inspection marks (red card)
