I have a question. Fencer X and Fencer Y are competing in epee. They close distance and a light comes on for Fencer Y.
Fencer X asks that his weapon be checked.
It is found that his body cord was no longer in the reel cord's socket. The reel cord is still clipped to his D-ring.
In the instance I watched, however, Y's touch was NOT annulled.
I was at some distance, but was curious what I missed. My experience is that, if the body cord becomes unattached to the reel cord, the other fencer's touch is annulled.

Well, in cases like this, it is helpful to actually read the rules t.68 (f) If the incidents mentioned in Article t.67 occur as a result of the competitor’s bodycord being unplugged (either near the hand or at the back of the fencer), they cannot justify the annulment of the touch registered. However, if the safety device prescribed by Article m.55/4 is missing or not functioning, the touch should be annulled if the plug at the fencers’ back has become unplugged. Given the information you just described, the non-annulment was correct.
