I threatened (see campechesteel.proboards15.com/index.cgi?board=Division&action=display&thread=1079586617) Bylaw change proposals. Here is the seventh, which, like the sixth, has to do with with letting the Chairman off the hook for things the Division isn't really expecting him to do this decade.
"Proposition 7": Tournament equipment provided by the Chairman
Overview:
When the Bylaws were written, all tournaments in the Division were centrally administered. The specific job of insuring arranging for the tournament equipment was delegated to the Chairman. But, currently, most tournaments in the Division are decentralized, happening under the authority and the auspices of the Division, provided with equipment independently of the Division. For such tournaments, the Chairman has been failing to insure arrangements for equipment, but the members of the Division do not actually expect such either. Indeed, the vast majority of equipment provided at tournaments in the Division (including those which are obligatory for the Division to hold) is the property of individual clubs, and not at the disposal of the Chairman to deploy.
Current text:
Article IV -- Officers, Section 1 (Chairman), Sub-Section A Duties of the Chairman, 7: "It shall be the responsibility of the Chairman to insure that all necessary and appropriate equipment and supplies are available at all scheduled tournaments at the proper place and the proper time."
Motion:
In the Gulf Coast Division Bylaws, in Article IV, append to the text of Section 1, Sub-Section A, part 7: "This shall not apply to such tournaments as may be permitted to be conducted within the Division where the organizing committee is not provided directly by THE DIVISION. Such tournaments could include, but not be limited to, tournaments for USFA members hosted by clubs within the geographic area of THE DIVISION. However, the Chairman should make available equipment owned by THE DIVISION and facilitate arrangements for other equipment as may be appropriate to further the objectives of THE DIVISION."
