SWIFA Tournament Rotation List Drawing held at SWIFA Executive Committee meeting, October 12, 2006.
Rotation will be permanent starting with the first club drawn and continue from season to season.
1) U of H 2) UNT ** 3) Texas A & M 4) UTSA 5) UT 6) Rice # 7) Texas State * 8) Baylor 9) Gary Job Corps 10) Texas Tech
*Texas State hosted the 2006-2007 SWIFA #1 and cannot sponsor again this season. **UNT hosted the 2006-2007 SWIFA #2 and cannot sponsor again this season. # Rice is currently inactive and not dues paid. Will be skipped in the rotation until again active.

I understand that U of H has already indicated that they want to exercise their option to Host SWIFA #3 sometime in February, 2007.

I understand that U of H has already indicated that they want to exercise their option to Host SWIFA #3 sometime in February, 2007. That means that A&M has the option on the SWIFA #4 (2 day) tournament sometime in March or April.

Here is the revised version of the provisions for tournament rotation from the By Laws which was voted on at the special called meeting at SWIFA #1.
ARTICLE VIII: Tournaments Section 1. Number:
S.W.I.F.A. shall hold no less than four (4) nor more than six (6) sanctioned tournaments in a competitive season. The final tournament in any competitive season shall be a two-day tournament at which the Annual Meeting shall be held.
Section 2. Rotation of Competitions:
Each member team shall be allowed to host a tournament. To ensure that all member teams are allowed to periodically host a sanctioned tournament, the chair shall hold a drawing of the member teams at the first meeting of the Executive Committee following the adoption of these By-Laws to establish the order of the teams which may accept the option to host a tournament or decline in favor of the next member team in the rotation. A member team may also elect to step back one position in the rotation and allow the next team in the rotation the option to host the immediate tournament. This option may only be exercised one time by a team in any competitive season. The order of the teams in the rotation shall continue from season to season, and shall begin with the next team which did not decline or accept to host a tournament in the preceding competitive season. No member team shall be required to host a S.W.I.F.A. sanctioned tournament in any competitive season in order to compete at other tournaments or maintain standing as a member of the S.W.I.F.A. organization. Additional member teams which are allowed to join S.W.I.F.A. shall be added to the end of the rotation list unless a different order is approved by a simple majority of the member teams at the Annual Meeting at which the new team is approved for membership.
Section 3. Format and Rules:
All S.W.I.F.A. sanctioned tournaments shall follow the format and rules set forth in the Tournament Operations Manual.

This seems overly complicated, what's the rational? To allow a team to host a tournament that they would otherwise have to pass on in the event that the venue is booked for something else.

My understanding is that the old way allowed a team to opt out of a specific tournament without losing their spot in the rotation. The current version reads to me that a team can give the team immediately behind them a shot at hosting a tournament. If that team says no, then the original team has to host the tournament or lose their place in the rotation.
Do I understand that correctly?

I was also wondering is this item that we voted on in the first meeting ---- STIPULATION 2) swifa individuals at final tournament are the responsibly of the host team. Different fees should be involved for registration. (vote on this) VOTE IS A YES ON THIS. Is this suposted to go in the ops manual or the by-lays or both??

Under the terms of the first version of the rotation system, if a team could not host a specific tournament, they had to decline in favor of the next team in the rotation and lost the chance to host until we went through the entire list again. Under the new version, they can take a "step back" once in favor of the next team in the rotation and have a chance to host the next competition. If the other team declined to host it, the first team has the option to try to scramble and host it or wait through the entire rotation for the next chance to host. The second team also has the option to "step back" once in favor of the next team in the rotation. It is just a way to try to give everybody the best shot at hosting if they want it. I don't claim that it is a perfect system. If anybody comes up with something better, say so. I will put it on the agenda for the Annual Meeting.

That means that A&M has the option on the SWIFA #4 (2 day) tournament sometime in March or April. From the e-mails I've been getting, A&M has already indicated they want to step back from the 2006-2007 SWIFA #4 in favor of hosting the 2007-2008 SWIFA #1. UTSA (who was next in the rotation) has said they want to host the final SWIFA #4 for this season. It looks as if the system is working.

Does that mean that SWIFA II will now move to Baylor? No, Texas State would have been next in the rotation for SWIFA #2. They now have first option for #3. Rice just contacted us. They thought they could either deduct their dues from the amount SWIFA allots for a club to run a competition or pay the day of the competition. (Both are against the rules.) They are sending their dues in now.
